Under general direction of the Director of Employee Relations and the Sr. Employee Relations Team Lead, the Leave of Absence Administrator is position is responsible for developing and maintaining a high level of expertise in functional Human Resources areas specializing in Leaves of Absence.  Emphasis is placed on providing a high level of customer service to employees, timely conflict resolution, and sound judgment in triaging issues requiring escalation to functional experts.  The position requires knowledge of employment and labor law and regulations, extensive knowledge of the FMLA, ADA, Workers Compensation, employee benefits as well as best practice for employee engagement and recognition.  The Leave of Absence Administrator/HR Generalist will interact effectively with internal and external customers.

 

  1. PRINCIPAL DUTIES AND ESSENTIAL FUNCTIONS:

 

Serves as a contact for all employees at the Medical Center for employee related or workplace concerns, triage issues to resolution and/or escalate to HR content experts within established guidelines for timely responses. Tracks and analyzes Leave activity and make recommendations based upon such data.  Responsible for the Leave of Absence programs (FMLA, LOA, STD, LTD) which includes investigation, case management, and coordination of STD/LTD benefits.  This position is Tufts Medical Center’s primary liaison with employees, management and insurance carriers to ensure all applicable policies and procedures are adhered to. 

Leave Management Responsibilities:

Must have the ability to analyze, evaluate and design processes that meet legal business requirements. Maintains employee LOA files, maintains related databases, tracks data and reports on LOA metrics. Provides consultation to management and Human Resources regarding leave of absence programs, policies and practices.  Maintains up-to-date knowledge of Tufts Medical Center’s leave policies, collective bargaining agreements, and current practices.  Ensures that internal processes are consistent and within scope of collectively bargained agreements.  Maintains an activity file of open cases with an emphasis on resolution /case closure.  Oversees the Leave of Absence process, including; FMLA, Workers Compensation and all other state and or federal regulatory leaves issues.  Reconciles leave activity from leave management vendor and enters into HRIS system.  Provide bi-weekly reports to payroll regarding leave of absence status.  Works with payroll to ensure accurate payment of benefit time to employees while on formal leave of absence.  Maintains contact with each employee to monitor progress and prompt return to work date.  Works with management and the Human Resources team to aid in providing other work alternatives if applicable.

Communicates and works with a variety of internal and external sources such as attorneys, physicians, providers, vendors, Employee Health Services, Worker’s Compensation and others to achieve a timely return to work date and prompt resolution of the claim.  Responds to telephone inquiries from employees and outside vendors answering routine questions, resolving issues and forward appropriate calls/concerns to manager or others.  Composes reports and correspondence to ensure timely communication between employees, supervisor, internal clients and outside vendors, if applicable.

Assist in identifying areas for LOA and disability process improvement opportunities, and contributes to the development and definition of standards for new processes organization wide.  Assist in the development of departmental policies and procedures to support Leave and Disability Programs, ensuring programs are in compliance with state and federal laws. Participate in significant Human Resources initiatives such as development of policies/procedures, website development, communication strategies. Maintain collaborative team relationships with peers and colleagues.

Maintains professional growth and development through seminars, workshops, and professional affiliations to keep abreast of latest trends in field of expertise.

HR Generalist Responsibilities

 

Provides guidance and advocacy for colleagues and leaders throughout the Medical Center while promoting and supporting Tufts Medical Center’s mission.  Provides interpretation and guidance on Human Resource and Tufts Medical Center policy and procedures to employees and leaders.

Provides interpretation and guidance on employment related state and federal laws and regulations to employees and leaders.  Triages issues to resolution and/or escalate to HR content experts within established guidelines for timely responses.

 

Works with the HR Coordinator to research and processes unemployment related claims inquiries from our vendor and prepares documentation for appeal hearings.  Occasionally represents Tufts Medical Center at appeal hearings.

 

Review CORI/Criminal Background checks for all onboarding employees and transferring employees.  Identify adverse results and review with the appropriate HR staff.  

 

Responsible to monitor all record keeping and compliance audits for CORI, OIG/SAM inquiries.

 

Must have the ability to present educational sessions in a professional manner and to implement improvements to current processes and procedures. All information obtained as part of the leave and disability function must be handled in a sensitive manner and kept confidential. 

Participates and assists in the coordination and planning of various employee recognition/engagement events.

 

Actively participates in other initiatives as appropriate.  May perform other job related duties as requested.

  1. EDUCATION:

 

Bachelor’s degree in related field.  

Solid computer skills utilizing Excel, Word, PowerPoint, etc. required.  Excellent written communication, oral communication, analytical, problem solving and interpersonal skills required.  Must be able to appropriately communicate with all levels of employees and management.  Experience with collectively bargained agreements preferred.  Ability and willingness to train other team members.  Ability to identify, assess, and resolve complex issues/problems.  

  1. EXPERIENCE:

 

Three to five years’ increasingly responsible Human Resources experience including significant leave of absence, benefits and HRIS experience.
