ESSENTIAL DUTIES AND RESPONSIBILITIES
Directs the Human Resources department and collaborates with executive management to align human resources policies and programs with strategic business objectives. Coaches, mentors and supervises HR staff, providing appropriate opportunities to develop skills and knowledge.
Develops and maintains "best practices" in all HR initiatives that maximize employee engagement & retention. Leads organizational efforts in employee relations issues; advises managers, serves as internal coach and consultant to maintain fair and equitable treatment of employees while minimizing agency liability. Promotes positive employee relations approaches, and provides counsel on disciplinary actions to ensure compliance with internal policies and applicable state/federal law. Provides direction to management on potential disciplinary issues including proper documentation. Represents agencies at unemployment hearings and investigations.
Responsible for developing and recommending to Senior Management the agency(s) compensation plan. Responsible for implementation and maintenance of Lifeworks compensations structure and policies, including job descriptions, performance appraisal system, employee recognition plan, and budget planning, including any required increase. Provides market data as necessary to review compensation structures of agency.
In conjunction with hiring managers, directs & performs recruitment and selection by ensuring effective planning, sourcing, assessment techniques and tools to hire and place well-qualified candidates on a timely basis. Maintains adequate staffing levels, providing regular reporting to senior management. Responsible for reporting of trends to senior management including vacancy rate, turnover trends and other HR performance measures. Ensures that hiring, documentation and orientation process meet legal and best practice standards of agency. Sets policies/practices for hiring and oversees adherence to all pertinent employment laws such as ADA, EEOC, etc.
Maintains, develops, implements and communicates the agency's HR policies and procedures ensuring federal, state & industry-specific regulatory compliance to minimize organizational risk. Remains current on HR trends & legislation (e.g., OSHA, EEO, ERISA, FMLA, and FLSA, etc.) Ensures that supervisors and managers are trained in HR practices.
Identifies legal requirements and government reporting regulations affecting the Human Resource function. Directs the preparation of information requested or required for compliance. Acts as primary contact with labor counsel and outside government agencies (i.e. CORI, EEO, DET). Ensures that records are maintained as per state/federal regulations and agency regulatory requirements (i.e.: CARF/ DDS Licensing ).
Monitors employee morale, keeping management informed of opportunities for positive recognition as well as key issues. Develops and administers employee surveys and other feedback mechanisms. Determines and recommends employee relations and communication practices necessary to establish a positive employer-employee relationship and promotes a high level of employee morale. Responsible for oversight of all employee relations designed to limit and prevent union activity. Responsible for training management staff in identification and resolution of issues that could lead to union activity. This includes coordination of employee functions and specialty employee recognitions, as well as development and maintenance of employee relations’ resources such as the employee handbook ,employee orientation, and employee satisfaction surveys. Will work with appropriate employee committees and agency management teams to implement these initiatives.
Develops and implements a performance management system in accordance with any legal and industry requirements that supports productivity, employee development, and organizational effectiveness. Ensures the integrity of HR systems, employee database information and employee records. Performs HR administrative duties. Analyzes HR data and prepares reports & metrics for management.
In conjunction with senior management and agency management teams, identifies and implements employee training and development programs. Through collaboration with agency management team, identifies, tracks and implements developmental and training resources to increase competencies of staff. Works with Senior Management to address competency gaps, succession planning and staff development initiatives.
Establishes, administers and conducts regular review of benefits package to maximize job satisfaction while keeping costs under control. In conjunction with the Chief Financial Officer, will select and coordinate use of insurance brokers, insurance carriers, pension administrators, etc. to ensure maximum value to the agency and its employees. Ensures that benefits administration is handled appropriately in a manner consistent with legal and vendor guidelines.
Provides supervision and direction to Receptionist and Human Resources Representative, including regular feedback, performance evaluations and job content revision. Ensure front office issues are managed, and that Reception area meets agency needs. Attends regular meetings as necessary.
Demonstrated knowledge of employment law, benefits administration, compensation, and employee relations required. Must possess strong communication and interpersonal skills, offer demonstrated sound judgment, reasoning and excellent verbal and written communication skills. Additional experience and education/training in communications/community relations/public relations practices preferred.
EDUCATION and/or EXPERIENCE
Master’s Degree from an accredited college or university with a concentration in Human Resources, Business, Organizational Development or related field and at least 3 years experience or Bachelor's degree from four-year college or university with a concentration in Human Resources, Business, Organizational Development or related field; at least 5 years experience in the field with an emphasis on direct Human Resources department management.
